I-STOP has two key requirements:
All New York providers must query the state Prescription Monitoring Program (PMP) before prescribing controlled substances.
Prescriptions, for both legend and controlled drugs, must be sent electronically by March 27, 2016.
New York State Public Health Department requires that most prescribers of controlled substances consult online Prescription Monitoring Program (PMP) Registry prior to writing a prescription for controlled substances in schedule II, III, and IV.
The PMP provides a secure access to patients’ recent controlled substance prescription history to help providers better evaluate a patient’s treatment as it pertains to controlled substance prescribing and dispensing.
Most NY providers who prescribe controlled substances are already meeting this requirement since 2013. To log into the PMP, you will need a New York Health Commerce System (HCS) Medical Professionals Account.
The Department of Health has instituted a new “paperless” application process for Licensed Medical Professionals and Unlicensed Professionals to apply for a Health Commerce System (HCS) account.

EHR software Update
Find out if the EHR software version that your practice uses has already been certified and approved for EPCS

For this final step, you’ll need two separate people to set secure access controls for your EHR e-prescribing software
Register with the BNE
Register your DEA certified e-prescribing software with the Bureau of Narcotic Enforcement through the online registration process known as ROPES: Registration for Official Prescription and E-Prescribing Systems. Please note that only practitioners may access ROPES.

Please be advised that you should register your EPCS software application with BNE only after you have completed identity proofing and medical credential verification procedures, and obtained two-factor authentication for use with EPCS.
